Deloitte IPANZ Public Sector 2016 Excellence Awards winners: Bylaw Review Programme

Hear how Auckland Council, working with industry and the community, reviewed 158 ‘legacy’ bylaws, inherited from the eight former local councils, to achieve a coherent and sustainable set of regulations. The Bylaw Review Programme won The Ministry of Business, Innovation and Employment and The Treasury Award for Excellence in Regulatory Systems, and the overall Prime Minister’s Award for Public Service Excellence.


A major review of bylaws by Auckland Council resulted in 32 citizen-centric, outcome-focused bylaws. These regulatory changes will help the council respond more effectively to complex problems in Auckland.


The bylaws were reviewed and co-designed with key stakeholders at more than 1000 local board public meetings, hearings and information events. Many of the 32 new bylaws are exemplars for other local authorities and may become national regulations.


The Awards Judges said the review programme was a highly complex, evidence-based activity undertaken over five years with outstanding results. “(It was) a comprehensive, impressive, customer focused project”.


This seminar provides an opportunity to hear more about the scale of this project, its challenges and successes; and the plans for improvements to future decision-making in Auckland.
